[Publib] Firefox web browser

We use Firefox almost exclusively on our public computers.  "Almost"
because we've discovered that it does not represent some non-western
alphabets accurately.  We have a few patrons who access their home news
and chat with Internet Explorer instead. We initially started using it
because it was more secure than IE.  I'm not convinced that that is
correct any longer.
