[Publib] holds not picked up

We do not charge for holds not picked up but do charge $1 for all Interlibrary loans not picked up. Might suggest putting a note on the patron record about holds not picked up and if it happens repeatedly with the same patron, then you have information to go to the patron with to show the history and ask that they not place holds unless they can pick them up. Perhaps an explanation about how it delays others from being able to use the book, etc. might be helpful.
