Since this seems to be a service specific breach of your policy, you might 
consider just blocking them from use of the service (the 
Internet).  Unfortunately, our experience (like yours) is that Internet 
offenders will continue to break the rules, even though they are well aware 
of the consequences. Our worst case didn't involve porn, but Runescape, a 
D&D style online game.
