[Publib] How to borrow a 16mm film from a library

Is there any way to borrow a 16mm film from a library and have it loaned out of state?
I am trying to help an older person who was looking for a particular old 16mm film and I have located 5 libraries that carry it.
However, the seeker lives too far away from these libraries and cannot go in and look at the film.

Actually, he had a copy a long time ago (which he lost) and prefers to purchase the film but there are no copies for sale.

Any tips from the source - all of you librarians - would be greatly appreciated.
