[Publib] early hours of operation

We have not done so, but patron surveys always reveal
demand for earlier hours -- and later hours, and more
Sunday hours, etc.
I've always thought it would be a benefit for
commuters, but in our most recent survey, there was at
least one comment from a stay at home mom who said she
likes to get her errands done in the morning after she
drops her kids off at school.
If my life were more leisurely, and if I lived in your
beautiful town, I would love to stroll over to your
library early in the monring, check out a book, and
take it over to Starbucks with me. Sigh. Back to
work.
