[Publib] Downloadable Music

We are a small public library who wants to offer downloadable music (not
just streaming audio) to our patrons.  I have found subscription services
that are available to colleges, but haven't found a service for public
libraries.  Is anyone out there subscribing to a download service?  Any
suggestions?
