I've done the move from another state. I think there is probably a touch of 
bias against certain states, for example when I was in California and trying 
to move to Oregon, I had people express concern. There is the idea that 
someone from CA wants to Californicate their state. But willingness to move 
made me eligible for a lot more jobs, so be willing to move if you can.

When I hired a children's librarian for a small town,town people were asking 
me where the candidates lived. I think that in a small town there is a 
preference for a local, or as close to local as possible. But there is also 
an understanding that there may not be qualified people in town.

I think there is an assumption that you pay your own way when you interview 
and when you move. Sometimes you get a little reimbursement, but don't count 
on it. I wouldn't even mention that in the cover letter. However, I would 
mention if I planned to move to the area anyway, something like "My post 
graduation plans include a move to the City of XYZ and I look forward to 
being part of the library system there."

In applying for other areas, I have one warning. I asked one candidate why 
she wanted to move here. Her answer was pretty much that she wanted any 
library job in the Pacific Northwest. Nothing specific to the town or the 
library system. We figured she would leave as soon as she found something 
else. So in applying, I would make sure you know something about the town 
and library and why you want to go to those specific locations.
