[Publib] Shared Computer Toolkit - User not loading/logging on

Forgive me for cross-posting
About 6 months ago we installed the Microsoft Shared Computer Tool Kit onto our public computers.
In the last month or so, we have had some issues logging on to the public's user profile. It brings up a
box that says (paraphrased). **Cannot copy file to user profile** then it gives the files location which
is always in the public's user account under Local Settings - Temporary Internet Files - ContentIE5.
Now for a quick fix, I can go in and delete the temporary internet files in this folder and the public user
profile loads just fine. But this is not working for the long term. I work on computers in 5 different communities
and this is becoming tedious. At first I thought this was a hacker (which I guess it could be) so at a "test" library
I put a password onto the public user account (previously only the user Administrator had a password). This
didn't work, I'm still having problems logging on as the public user. So now I'm thinking there is something
within the Shared Computer Toolkit I need to change.
Has anyone else had this problem? I sure hope someone out there can help me.
