For us a background check simply was a criminal check to make sure we had no history of felonies or worse! As employees we were also fingerprinted and drug-tested. 

About paying for a job, it was disturbing to hear that some places require a payment to apply, but to pay for your own background check seems especially wrong. I'd tell them I could do it for free ;-).

What sort of backround check are we talking about? 
Criminal record check?  Credit check?  

Is there a more extensive "background check" for each
job you apply for within the same library system?  

For San Diego county, it appears only safety (peace
officers, etc) positions require psychological testing
and polygraphs.  I was wondering just what a
"background check" consists of..
