[Publib] Credit cards/Paypal for fines

The ILS interface came to my mind too, but I don't
think the city is even thinking that far.  I wonder if
a cheap though awkward solution might be to enter
online payments by hand.  I believe that we would have
to make a very convincing argument that the increase
fines collections would offset the expenses of online
payments.
