[Publib] Credit cards/Paypal for fines

I asked the group about using credit cards for fines. 
A couple of people said that their libraries use them,
but only a couple.  

Apparently the city here is unwilling to accept credit
card payments for the library, although a couple of
other departments accept them for fees.  Our director
is trying to use that as an argument to get permission
for us to do the same.  I think it would increase
fines collections a lot.

I investigated PayPal - in case any of you aren't
familiar with EBay, buyers/patrons can set up an
account which can pay multiple vendors with their
credit card.  This is cheaper for a vendor or library
than setting up a merchant account to accept credit
cards.

So either there is a shortage of information about
this, or very few libraries accept credit card
payments.
