[Publib] Items Stolen or Destroyed when in Patron's care

All,

 

I am struggling with wording for policy and procedure that outline the
Patron's liability when items checked out to them are stolen or
destroyed by fire or disaster.

 

Do you require them to pay anyway?

Do you require copies of police reports, etc.?

What else should I consider?
