Eve,
At the Austin Public Library we have a adult non-resident fee for anyone who does not reside within the city limits. We also are a part of TexShare from the Texas State Library and Archives http://www.texshare.edu/. If someone has a card from a TexShare member library they are able to get a TexShare non-resident card free. We encourage people to use their Interlibrary Loan services at their home library to access our material if they do not have a TexShare card. If a customer receives a TexShare non-resident card, due to licensing restrictions, they cannot use the Austin Public Library databases remotely with a TexShare Library Card. The customer is encouraged to contact their local library to find out how to access the TexShare databases.
To clarify, the non-resident fee is approved by the City Council each year. It is presently $60, $30 for customers of City of Austin Energy who live outside the city limits, $27 for seniors (65 years+), or $20 quarterly. All children, 17 and under, receive free library cards.
