[Publib] Off list posts

I've gotten a lot of answers that were all the same. Getting 25 duplicate 
comments on the general list could be annoying. That's why a summary is 
good. Also, some answers tend to be long. For example, I asked for lists of 
questions to ask children's librarians in interviews. Those were very long 
and would have made for a lot of bulky digests.
