[Publib] Credit card info from non-resident library card purchasers

Why would you need credit card information?  Either the person lives, works, or goes to school in your service area, and can prove it, or s/he does not.  If s/he does not, and is willing to pay the fee for a card, I see no reason to make a federal case out of it.
