Hi everyone,

Our library, like many public libraries I think, has a lot of issues sometimes 
with sporatic and unpredictable allocation of funding.  We receive our annual 
budget from tax income which comes to us in drips and drabs each month 
throughout the year.  We don't know ahead of time exactly how it's going to 
break down.  Much of it is often clustered at the very end.  Therefore, we 
have some issues with managing cashflow.  In the past we have gotten some 
loans from our foundation so that we can spend the money more evenly, but it 
has sometimes been difficult for them to do this.

We're on a fiscal year cycle with our county government, from July to June.

How do other libraries deal with this problem?  Do you get a line of credit or
somesuch?  Do you rely on loans from your foundation/friends?  Do you just 
spend money when you get it, even if that means spending unevenly?  We'd like 
to know any ideas folks have tried.
