[Publib] government rate at hotels

I've had varied experience with the government rate. Some will just give it
based on your say so. Some want a government ID, although a business card
can do. Some insist on a document proving that you are traveling on
government business, not just that you are a government employee. I have
found that some don't care if you are on government business, very nice for
personal travel.
