Painted sheet rock or gypsum wall board is not intended to be used as a posting surface. The gypsum is generally backed by paper, the surface to which the paint is applied. Any adhesive, including 3M mounting squares, can pull the backing paper and any covering paint off of the wall board.
Here are three possibilities.
Permanently mount a bulletin board of some other posting surface such as acrylic over the wall board. This should be anchored into the studs on which the wall board is mounted. Your signage locations should be defined and limited to specified locations.
Apply a good quality vinyl wall covering of neutral shade or a shade that closely approximates your wall paint, to the wall board. The tape or mounting squares will not tear the paint or the backing paper. Glue and adhesive built up can be removed periodically with "Goof-Off," or a similar product.
Lastly, do not use your walls as posting surfaces. Buy several free standing bulletin boards that can be positioned around the library as needed.
