[Publib] After-school kid’s noise issue in a public library?

In a public library setting, how do you handle the problem of after-school 
children running rampant in your library? I understand the library staff 
are doing whatever they can to help, but it seems things are getting 
increasingly out of hand thesedays.
I'm a student to MLS and working in the library which is located in a 
walking distnace of four elementary schools and jonior high. I'm just 
wondering how some other libraries are handling the “after school” 
latchkey children. I've read many beatifully written library noise 
policies, but that doesn't seem like realistic enough. Our head librarian 
usually makes noise-making children leave after two warnings. However, the 
same kids come back again and again and same routine is just repeated. Any 
other effective rules?
