[Publib] book inflation

I want to increase my materials budget but have not been able to find
the inflation rate of books. I have not asked for an increase in
materials for 2 years.  I thought about 4%.  Ideas about where I can
look (asked a book vendor, researched in Expanded Academic and on web)?
I did find something on textbooks.  

 

What are others using?  Any ideas about inflation rate of databases?
