Some independent music/cd/video stores do repair for a
price.  The machine removes a layer of plastic, making
the disc as new-- however, it can only be done once,
and if the disc gets scratched again you are out of
luck.

My suggestion is to ask a store that does this.  One
such is Salzer's in Ventura, California.  I'm not
sure, but maybe Virgin Megastore has a machine as
well.

It would be well worth the money, if perhaps it were
shared by all libraries within a certain geographical
area.
