The best protection overall - & which saves alot of wasted time
checking to see if anyone actually placed an order, is to have a
municipal or library policy that requires a purchase order/PO for any
order over ie.  $100. or $500.  as well as specific personnel/dept.
who approve lower amounts.
 Also, staff answering the phones should be careful  & given
instructions about what information they give to callers such as who
approves orders, etc.  to unidentified callers - Rather,  simply
transfer any calls that begin with a question ("who is the person who
orders?" & who am I speaking with?") - most legit callers identify
themselves first, or ask for a dept/individual by name.
I notice that many scams begin by cold calls gleaning
information/names from the "helpful" person answering the phone, &
then add the new-found name to the bill, etc...
