Sounds like a pretty standard scam. Report it to the state attorney general and tell them you have done so.
    
    There's all kinds of sales folks out there who try that. I've heard of it with light bulbs, toner, and other stuff. 
    
    I would ask them who it is they were recording and for a copy of the  recording. You see, it is usually illegal to record someone without  their permission. They also have a duty to verify that the person has authority to order on behalf of the library.
  
  Let them know you are reporting it, demand a copy of the recording and  the name of the person who allegedly ordered the listing. They usually  cut the recording to make it sound like they are saying yes to one  thing and are actually saying yes to something else. Very common in  long distance scams.
  
  I think you will find they will back off once you take an offensive posture.
