The California Bar Association went through this  dilemma a number of years ago. The main complaint was dues money (we're  talking part of $400 a year) going to pay for political causes  unrelated to the practice of law.
  
  I believe a lawsuit resulted. (Big surprise.) You now have the option  of deducting money for lobbying in the political arena from your dues.

I  don't really think that we will ever have any kind of consensus on what  is or is not an appropriate issue to be considered by ALA Council, or  other bodies of ALA.

What is or is not a library issue, what is  or is not an issue for our professional association are often hotly  debated and should continue to be but there definitely is not agreement  on this. The best we can do, and what we do try to do, is address  issues that connect in some way to the policies in the ALA Handbook,  http://www.ala.org/Template.cfm?Section=handbook20052006&Template=/MembersOnly.cfm&NavMenuID=3823&ContentID=109558&DirectListComboInd=D  . This is an ALA members only area on the website but I would be more  than happy to copy the policies for you and send them to you if you are  not a member.
