[Publib] daycare center/library partnership

In an article I prepared in 2002 on the possibilities of combined school
and public library facilities (PUBLIC LIBRARIES, September-October 2002,
pp. 252-253 - "The Devil is in the Details") some of my 39 points of
concern
may be applicable in the case of shared facility involving daycare and a
public library.
1. To what extent would the Library become attached to any loco
parentis
responsibilities undertaken by the daycare operation by virtue of the
shared facility?
2. Would the Library's insurance burden and profile change markedly as
a result? I think that it probably would.
3. What staff relationships and work details might cause the lines of
responsibility to become confused? If some of the daycare staff are out
sick would the Library staff be forced by circumstance (the arrival of
youngsters for daycare) be obliged to "watch things" until replacement
staff are found by the daycare provider? Is the Library therefore
forced into a situation of assuming a daycare obligation by virtue of
circumstance?
4. What about other daycare operations in your community that are
"for profit" and pay taxes (property taxes, etc.) to support the
Library? Might they not feel that tax dollars used to support the
Public library are being diverted to underwrite a competitor and
Thereby create an unfair business competition scenario?

Is anyone aware of any building partnerships between daycare centers and
public libraries? I am not talking about public libraries providing
services to daycare centers, but rather, a daycare center and a public
library sharing building space or having adjoining buildings on the same
building site. Information on any such existing entities would be
appreciated.
