[Publib] Book stumper help, please!

Hi,

I thought this was a YA novel but haven't had any luck with the teen librarians in my system or on the YALSA-BK listserv, so I'm hoping one of you might be able to help!

This is a book that I read in the past 3-4 years and it's driving me crazy that I can't think of the title. This is what I remember: 

-teenage girl dives (off a rock or ledge?) into a shallow body of water and kills herself (or maybe just paralyzed)- maybe she was being molested? You know about her taking the plunge at the beginning of the story, and narrator tries to figure out why, if really suicide, etc.
-her brother was shocked when she stripped down to her underwear/naked in front of everyone before she takes the dive; she does it during a community gathering of some sort, and lots of people see it happen
-possibly told from a sibling's POV- brother?
-story takes place in isolated, rural community
-a pivotal character is some guy who makes wood furniture in his own workshop and may have had something to do with the girl's unhappiness
-there's a house with a room (maybe in a tower) with lots of windows- I think the family built the house themselves
-community gets together for seasonal celebrations- kids grew up knowing each other

And I think there might also be something about the brother going to a private school, and some sort of scandal happened there with a teacher and another student. However, I might be mixing plots now as I slowly lose my mind. I have no idea why I'm so hung up on this!

I'm going nuts and Novelist, Amazon, and Google aren't helping! I also sent out a request to our reference librarians listserv, and so far I can tell it is not: "The Dive from Clausen's Pier," a V.C Andrews title, or "Bee and Jacky."
