[Publib] Is it outreach?

My initial reaction is that if this is an
invitation-only event, and I expect it is, there could
be a problem with spending public money on it, i.e. a
librarian's salary.  Could be a good fundraiser though
-- charity auction for the library with private
storytime as one of the items being bid for.  I think
the librarian would probably have to volunteer his/her
time, though.
