The patron in question has responded about this issue on my blog. You

Apparently the fees were paid, but the library mistakenly referred the
issue to the collection agency anyway (at least that is what he is
saying happened). It seems like there was a lot of incorrect or
misleading information in the article.

At our library, for his credit rating to be affected, he would have had
to
have more than $50 in materials overdue, ignored two overdue notices and
a
bill and ignored two letters and a phone call from the collection
agency.
Funny how none of that kind of info was in the article!
