[Publib] book drop carts

We have found that the clerks who empty the book drops have a hard time with 
the basic model. Their backs get pretty sore leaning over into the bin to get 
the books out. The float trays (the sprung bottoms) are very helpful, although 
occassionally a thin book gets caught between the float tray and the bin.
