[Publib] annoying patrons

I have been mulling over our library's conduct policy while reading all
of the "day after" stories on annoying patrons. The other side of the
issue was beautifully presented one weekend, when Saturday Night Live
aired its annoying patron skit.  The patron set up office in the
library, he slept in a tent, shaved, had a Starbuck's latte ready to go,
etc. It begs the question of whether offering so much in libraries is
turning away the readers and bringing in the annoying ones. They may be
thrown out of the library, but they don't expire either.  My two cents.
