[Publib] Purposely Annoying Patron

I think I'd ask the local police to explain to him that his in blocking
aisles etc to force a staff member to make body contact are
inappropriate and could be grounds for further investigation. I would
also try to arrange for training and review in techniques to handle
problem patrons.
