Policies regarding conduct are essential,and I trust there is one in 
place.That said, given the description of this gent's behavior, common 
sense and empathy with other staff and patrons dictates that this guy 
has got  to go. I am not sure I would even bother with a series of  
longer banishments. If the behavior is documented, and is as egregious 
as described, tell him to hit  the road. If need be have a member of law 
enforcement, your director, and other staff present  to witness the 
event and wish him bon voyage. No one needs to endure this sort of 
harassment. Good luck!
