[Publib] Changes in travel and conference policies

Has anyone tightened up their travel and conference policies and 
procedures?  I am hearing from other libraries in our area that they are 
requiring carpooling and limiting the number of attendees to national 
conferences.

Is this just an issue in SE Michigan?
