[Publib] Defibrillators

We keep a defibrillator in a cupboard at the circ desk with a large sign
indicating that is where it is. No point in having one if the staff can't
find it if needed. We have had a representative from the fire department
(I think) speak on staff day and demononstrate the use. The machine really
tells you what to do, so what he really did was reassure everyone that we
are capable of using it.
