My recollection from when I took CPR training was that the trainer told
us that the defibrilator will not activate unless the person actually
needs it, so if you try to defibrilate (is that a word?) someone who
only has heatburn or something it won't start.

We have a defibrillator at our main library and there are a couple
people who are trained in using it. From my understand, while training
helps, just about anyone could use it if no trained person is available.
I remember what the trainer said when I took my first class - 'You can't
kill a dead person'.
Thankfully, we have not had to use it.
