My old library had a similar setup with two tiny bathrooms. It was a great thing, and the itty bitty toilets were so cute!
One word of caution. The doors on our bathrooms were very heavy, and small children sometimes could not open them. I don't know how many times we had hysterical children beating on the doors and screaming to be let out -- their adult companions having moved off to another part of the library. Signs on the bathroom doors had little effect. So make sure the door hardware is low enough for small children to reach, and that the door is either lightweight or poised in a way to make it easy to open.

Our library has a small single bathroom in the children's room and it is very useful. When a parent has more than one child, one child can use the restroom while the parent and other children are right outside it in the play area. In other libraries where the bathroom is some distance away from the children's room, parents either leave their other children unattended or they have to take them all on a trip to the bathroom. Having a small bathroom in the children's room is very convenient.
