[Publib] branch opening

I don't have a timeline, but I thought you might be interested in an article I just read from the March 2006 issue of Library Journal. I don't remember the exact title, but it was about collection development for opening a new library or branch library and gave many suggestions for when certain things should get done (how many months before opening.)
