[Publib] skipping school

It scares me that they suggested someone call 911 for truancy. They clearly
don't understand what 911 is for.
Do you know for sure they are truant rather than home study/schooled kids?
Some kids are in alternative programs where they can go to the library any
time.
I also hate to think that kids will be afraid to go to the library because
someone will always be calling the cops on them. Even if they aren't doing
anything against the rules, to go to the library for "legitimate" reasons
and then always having to face grilling by the police is not the message we
want to send. Is it? It doesn't seem appropriate to our function.
