[Publib] Processing donations

Since to cost of processing is so high, we have for years, had a "non-cat" collection. It is stocked with donations only, and the basic processing is done by a volunteer, so there is no cost to the library except labels, tape, and shelf space. They are checked out on the honor system, if they don't get returned, but most do, we're not out much. Our patrons have the freedom to take the books on vacation and not worry about late fees, and they have access to books that aren't necessarily in our branch. All of the titles included in the collection are in our catalog, so they have been reviewed and selected.
