[Publib] dress codes

We are required to follow our City's dress code. I like it because it
gives me back up when I tell a staff member she is dressed
inappropriately for work. In my former position there was no dress code
and I have seen employees there who were very inappropriately dressed
but they got away with it because no one in authority would take the
responsibility to tell them otherwise.
We have not had anyone challenge the dress code in the year I have been
here. The one time I had to say anything, it was a case of a staff
member who had worn a camisole with a sweater over it and got hot and
took the sweater off without thinking about it.
