[Publib] days of vacation

As always, I preface my reply by saying that the Director's position 
here in Madison Heights is part of the City's Department Heads' Union.  
According to the current contract, vacation leave is received as 
follows, 1 through 4 years, 10 days, 5 through 9 years, 15 days, 10 
through 14 years, 20 days, 15 through 19 years, 25 days, and 20 years, 
27 days.
