[Publib] circulating AV items

We don't ccirculate TV programs (our public hasn't been asking for 
them).  Our loan periods are three days for features, seven days for 
subject (documentaries, etc.), and three weeks for sound recordings. 
 Three weeks is also the loan perod for   most of our print collection.
