APPLICATION PROCESS: Applicants must submit a completed City of Whittier
Employment Application by 4:00 p.m., Friday, August 25, 2006. Postmarks

SALARY: $3,433 - $4,817 per month. The City has the 2.5% at 55 CalPERS
retirement formula and contributes 4.6% of the employees' CalPERS
contribution with employees contributing 3.4% on a pre-tax basis. There
is NO deduction for Social Security. The initial salary depends on
qualifications. Salary increases are normally granted based on job
performance, length of service, and labor market adjustments.
Successful candidates appointed to this position will serve a minimum
one-year probationary period.
OUTLINE OF DUTIES: Under general supervision, provides professional
library services to patrons related to book selection, reference
services, and special programs; supervises and provides instruction, and
assists in the training of Library personnel including reviewing and
evaluating employee performance; provides professional level work in
collection maintenance and development; assists in the development and
implementation of programs and services in such areas as children,
adult, and reference; supervises the library on a limited basis; and
performs related duties as required. Must be available to work evenings
and/or Saturdays. The person selected will be required to work at the
central and branch locations.
MINIMUM QUALIFICATIONS:
Education & Experience: Level I: Any combination of education and/or
experience that provides the knowledge, skills and abilities necessary
for satisfactory job performance. An example would be the possession of
a Master of Library Science Degree. Level II: Same as Level I plus two
years of experience performing at a Librarian I level.
Knowledge of: Principles and practices of library procedures;
facilities management, purchasing, and records management; library
cataloging and classification systems; public desk procedures and
methods of providing services and information; library equipment and
resources; standard library automated circulation and borrower services;
information sources and methods; cataloging principles; bibliographic
utilities; cataloging and bibliographic search procedures, including
specialized library software; grant writing, application, and
administration practices; methods and techniques of supervision,
training, and motivation; applicable Federal, State, and local laws,
codes, and regulations; methods and techniques of scheduling work
assignments; standard office procedures, practices, and equipment;
modern office equipment, including a computer and applicable software;
proper English, spelling, and grammar; and occupational hazards and
standard safety practices.
Ability to: Supervise, coordinate, schedule, and participate in a
variety of tasks relating to providing library services; develop
specialized programs and collections; make presentations to community
groups; oversee the grant application and administration process; make
sound decisions within established guidelines; research and utilize
reference systems; plan, organize, train, evaluate and direct work of
assigned staff; interpret, explain and apply applicable laws, codes and
regulations; read, interpret and record data accurately; organize,
prioritize and follow-up on work assignments; work independently and as
part of a team; make sound decisions within established guidelines;
analyze a complex issue, and develop and implement an appropriate
response; follow written and oral directions; observe safety principles
and work in a safe manner; communicate clearly and concisely, both
orally and in writing; and establish and maintain effective working
relationships.
Special Requirements: Possession of or ability to obtain a valid Class
"C" California driver's license and a satisfactory driving record.
Physical, Mental and Environmental Working Conditions: Position
requires prolonged sitting, standing, walking, kneeling, squatting, and
stooping in the performance of daily activities. The position also
requires repetitive hand movement and fine coordination in preparing
reports using a computer keyboard. Additionally, the position requires
near and far vision in reading written reports and work related
documents. Acute hearing is required when providing phone and personal
service. The need to lift, drag and push files, paper, documents, and
book carts weighing up to 25 pounds is also required.
Medical: Applicants will be required as a prerequisite to employment to
successfully pass a physical examination, including a drug screen, the
cost of which will be paid by the City.
