We allow patrons to continue to checkout and use the Internet as long as
they are making regular payments.  There is a message in the patron
record indicating that he/she must make a payment every time he/she uses
the library until the amount is brought below the threshold.  This works
particularly well with children who often can't pay the entire amount at
once, but can make small payments.
