[Publib] Excessive Fines and Library Use

We do not allow patrons who are overdue on books or fines to use the
computers as well as restricted from borrowing privileges. We can negotiate
to a certain degree on fines in some hardship cases but we are pretty firm
when it comes to replacing  missing books. The only leeway we give is that
they may provide a replacement in excellent condition. If later they find
the missing book, they may apply to our town for a refund.
