[Publib] Cell Phones in the Library

At my last workplace, a community college library,  I was flexible about phones. Sometimes the students were taking online  classes and having software and signon issues and needed to talk and be  at the computer at the same time.
  
  I remember one lady got a phone call and was arguing very loudly with  someone on the phone. It sounded like her kid. She got mad a me for  asking her to take the call outside (which was really just out in the  hallway). There was no one in the library she said. I was sitting at my  desk (this was a one room library) trying to catalog. She seemed  surprised when I said I was in the library and trying to work. I guess  she thought I just played on the computer. (Workflows doesn't look like  a play screen to me.)
  
  Ironically, she applied for a work study position in the library. Didn't get it.
