[Publib] Cell phones in quiet areas

We have taken a two-pronged approach. (our second try). We have signs in the quiet areas with a cute picture of a young child stating "Is your cell phone ringing?" Of course we all know that the conversations are as annoying to other patrons as the ringing. In addition to the signs, we have a strong tall "security monitor" who approaches offending patrons with a small handout with same saying and names 3 areas in the Library Building where cell-phone conversations are permitted. Seem to be effective.
