[Linda Evans]

I have a gentleman looking for an old CFR that made it illegal to 
communicate with extraterrestrials...it would obviously be quite old - 
maybe 1960's and he thought it was in Chapter 12 or 14. I would like the actual law from a reputable source, not Internet references to the law.
Any help would be appreciated!
