To play devil's advocate:

If your employees are working longer hours than they are scheduled, and
resist being told to take breaks, go home, etc, perhaps they are
expected to do too much work in the time they are scheduled?  Or their
own creativity and drive has them making more work than you expected
them to do and their status might be reevaluated?

I'd rather finish my work during some unpaid overtime than think about
it at night, over the weekend, etc, as I do if I stop each day at 5 and
return at 9.  And I HATE having no engaging work to do when I'm at work,
so I tend to make up some new exciting program or work on a grant or
something if I find a little time.  

Maybe it is just a personality difference?  Wish I could make myself
quit the extra time stuff, but I'm much more unhappy the other way
'round.
