[Publib] Non-resident library cards

Hi,

I'm trying to discover which public libraries offer library cards to 
non-residents. I am only interested in those that:

a) allow remote access to online databases
b) allow the option of having an application processed completely 
online (without having to make a trip to a branch)

An example of what I'm looking for is the NYPL that offers 
non-resident cards for yearly $100 to anyone. If you know of a 
library that does this, please contact me.
